The Mokena Village Board on Monday, September 15, 2025, unanimously approved the final plat for the fourth phase of the Boulder Ridge subdivision, paving the way for the construction of 50 new single-family homes.

The development, led by Sycamore Development LLC, is located at 18950 Townline Road and has been in various planning stages since the property was annexed and zoned for single-family residential (R-4) use in 2003. The board had previously approved a preliminary plat for 51 lots in 2021.

Assistant Village Administrator Brent Cann presented the project update, noting that the final plat is in “substantial conformance” with the previously approved plans. A key component of the project involves significant off-site infrastructure work. Per the annexation agreement, the developer is required to widen Townline Road and construct a pedestrian bridge over Marley Creek. The developer has also agreed to make repairs to the existing vehicle bridge.

This roadwork will cause a significant, albeit temporary, disruption for local drivers. According to the developer’s timeline, the work on Townline Road and the bridge closure is scheduled to take place from May 2025 through September 2025.

During the development process, operational issues such as mud-tracking onto Townline Road and 187th Street have resulted in complaints from neighboring Frankfort and New Lenox Townships, as well as the Will County Highway Department. Cann noted that the sequencing of the off-site work and the bridge closure will need to be carefully coordinated. To prevent disruption to nearby residents, construction traffic will be prohibited from entering the new development through the existing Whisper Creek subdivision.

The developer’s projected timeline aims for site grading to occur from September 2025 through June 2026, with road paving completed and the full subdivision finished by the fall of 2026. The board’s approval was contingent on updated Letters of Credit, which have been provided. The final plat must now be officially recorded by the developer.
