JOLIET, IL – A significant road improvement project is set to begin in the Homer Glen area next year after the Will County Public Works & Transportation Committee on Tuesday, October 7, 2025, approved a $10.4 million construction contract.

The committee unanimously confirmed the award to Joliet-based P.T. Ferro Construction Co., which submitted the lowest bid for the reconstruction and widening of Bell Road (County Highway 16) between 151st Street and Martingale Lane. The contract is for $10,400,058.22.

The project is a major undertaking aimed at improving traffic flow and safety along the busy corridor. According to a project summary from the Will County Division of Transportation, the scope of work includes roadway widening and reconstruction with new pavement, installation of sidewalks and storm sewers, and modernization of traffic signals. The project will also involve building a soldier pile retaining wall, new street lighting, and pavement markings.

Construction is slated to begin in November 2025, with an estimated completion date of November 20, 2026. Officials have stated that Bell Road will remain open to traffic throughout the construction period, though drivers should expect periodic lane closures controlled by flaggers.

The contract was awarded following a bid letting on September 17, 2025.

The resolution confirming the contract award will now go to the full Will County Board for final approval at its October 16 meeting. Funding for the improvements will come from a combination of sources, including Motor Fuel Tax, RTA Tax, and County Highway Tax funds.
