Will County Land Use & Development Committee Meeting | December 2025

Article Summary: The Will County Land Use and Development Committee granted a second extension to a landscape and lawn maintenance business moving to South Cedar Road in Homer Glen. Committee Chair Frankie Pretzel praised the relocation and the site’s aesthetic improvements, noting the business is moving from a less suitable location to one that better fits the community.

Homer Glen Landscape Business Key Points:

  • Business: 815 Mulch-It (Matthuis Family Partnership).

  • New Location: 17958 S. Cedar Road, Homer Glen.

  • Reason for Delay: The applicant is waiting for ComEd to provide electricity to the site’s buildings.

  • Extension: The special use permit is now valid through May 13, 2026.

A Homer Glen landscape business facing utility delays received a second timeline extension from the Will County Land Use and Development Committee on Thursday, Dec. 4, 2025, amid praise from county officials regarding the site’s development.

The applicant, Shawn Matthuis of the Matthuis Family Partnership, is in the process of relocating 815 Mulch-It from its current location at Spencer and Laraway Roads to a new site at 17958 S. Cedar Road.

Zoning staff explained that while the special use permit was originally approved in May 2023, the applicant needs more time to complete the permitting process because ComEd has been delayed in providing electricity to the necessary buildings.

Committee Chair Frankie Pretzel, who represents the district, voiced strong support for the project and the extension. He noted that the business’s current location is “not the best area for it” and described the relocation to Cedar Road as a “welcome move.”

Pretzel highlighted the visual improvements already made at the new site.

“They’ve done a really nice job of landscaping it, making it very appealing from the road,” Pretzel said. “They even put a cute little old truck with some landscape rocks to make it look really neat.”

Pretzel added that the business is popular locally, stating, “I think most of my area gets their mulch from 815 Mulch.”

The committee voted unanimously to grant the extension, giving the business until May 13, 2026, to finalize its permits and establish the use.

“They’re on the finish line,” Pretzel said. “They just need a little bit more time.”
