Will County Land Use & Development Committee Meeting | December 2025

Overall Meeting Summary
The Will County Land Use and Development Committee met on Thursday, Dec. 4, 2025, addressing a range of zoning and special use requests. The meeting was marked by a contentious hearing regarding a proposed fill operation on Brandon Road, which was postponed due to allegations of unauthorized tree clearing. In contrast, the committee unanimously supported a new women’s residential rehabilitation center in Joliet. Vet Clinic Expansion Approved:
The committee unanimously approved a map amendment (ZC-25-104) for the Archer Veterinary Clinic in Homer Township. The request rezones a parcel at 13737 S. Archer Avenue from R-2 (Residential) to C-3 (General Commercial). The rezoning will allow the clinic to expand its parking lot onto an adjacent parcel to alleviate overcrowding.

Temporary Use Ordinance Update:
The committee approved a text amendment to Chapter 155 of the Will County Zoning Ordinance regarding temporary uses. The amendment places limits on the duration of temporary use permits, capping them at 179 consecutive days per two calendar years. It also clarifies regulations for uses not explicitly authorized, limiting them to events of public interest for a maximum of three consecutive days.

Solar Permit Extensions:
The committee granted extensions for three special use permits related to businesses in Monee and Homer Glen.

  • Monee Solar (SEXT-25-022): A first extension was granted for a commercial solar facility at 26845 S. Will Center Road. The applicant dropped plans for a battery storage system at this site.

  • Monee Solar West (SEXT-25-023): A first extension was granted for a commercial solar facility at West Pauling Road and South Will Center Road.

  • 815 Mulch-It (SEXT-25-024): A second extension was granted for a landscape business at 17958 S. Cedar Road in Homer Glen. The applicant cited delays with ComEd in providing power to the site.

Troy Township Solar Postponed:
A request for a special use permit for a commercial solar energy facility in Troy Township (ZC-25-028), known as the Pivot Energy project, was postponed. The applicant requested the delay to await the outcome of pending litigation regarding county siting authority. The matter was rescheduled for February 2026.
