Meeting Summary

The Joliet Junior College Board of Trustees met on Wednesday, December 10, 2025, for a meeting marked by both celebration and sharp conflict. The board approved the 2025 tax levy and abated taxes on two bond measures to manage costs for residents.

However, a significant portion of the meeting was consumed by a heated debate over Policy 01.36.00, which now requires trustees to funnel information requests through the Board Chair. Trustees Maureen Broderick and Michelle Lee argued the policy was exclusionary and violated accreditation standards, while the Board Attorney and President Dr. Clyne Namuo defended it as a necessary step to manage administrative workload and maintain order.

On a celebratory note, the board recognized the retirement of Foundation Executive Director Kristi Mulvey, who announced a new $2.3 million estate donation, and received a visit from Will County Speaker Joe VanDuyne, who praised the college’s execution of the “Will County Heroes” scholarship program.

IT Staffer Retires:
The board recognized the retirement of Daniel Sawin, a network systems technician in the IT division. Dr. Chris Ostwinkle praised Sawin for his dedication to security and infrastructure, noting his willingness to schedule maintenance early in the morning to avoid disrupting classes.

Enrollment Outlook:
President Dr. Clyne Namuo provided a preliminary look at the Spring semester, reporting that enrollment numbers are “cautiously optimistic.” He noted a significant 28% increase in adult basic education and continuing education numbers.

Future Wolves Proclamation:
The board acknowledged a recent “Future Wolves” initiative. President Namuo thanked Trustees Diane Harris and Alicia Morales for joining him at Troy School to present a proclamation supporting the program, which aims to engage future students.

Moment of Silence:
The college community observed a moment of silence for several individuals, including Thomas Rudy (father-in-law of staffer Jen Rudy), retiree Rudolph Wolf, former theater supervisor Nikki Blauers, and Dennis Solich (father of staffer Denise Burnett).

Holiday Giving:
Dr. Namuo highlighted the work of Dr. Irvin and her team, who partnered with CASA of River Valley to collect dozens of holiday presents for children navigating the court system.
